General note ABSTRACT

Human resource management (HRM) activities were always carried out manually and paper intensive using the traditional method system. Presently, HRM are facing challenges which include competitive work environments, to allocate growing demands, provide service quality, growing workforce, globalisation of economy and many more. Presently, with the availability of ICT, human resource management has transformed to a sophisticated Electronic Human Resource Management (E-HRM) system. Brunei Darussalam without exception is also practicing E-HRM in the Government sector called Government Employee Management System (GEMS).

This research studies the user satisfaction of E-HRM on Brunei Darussalam Government Employee Management System (GEMS) based on the Government employees current experience. The user satisfaction was analysed through seven elements, the implementation of E-HRM, training, user-friendliness, infrastructure, data security, technical support and user support. The descriptive, analytical approach utilised both quantitative and qualitative research methods. A stratified random sample respondent of the research population was used. These respondents are the employees from four departments under the Prime Minister's Office.

Findings in this research revealed that the GEMS do not give satisfactory system for the users. In conclusion, GEMS is still being used, however, traditional methods were also actively used. GEMS technicians have been proactive in serving users' enquiries. At the same time, employees have had no problems with GEMS' data security, however, they still had doubts. Therefore, a tighter security measure should be implemented. Furthermore, the users were also lacking in training, which resulted in GEMS becoming a non-user-friendly system, and correspondingly causing employees to have a negative mindset towards GEMS

This research has provided a recommendation for future research to consider investigating correlation between the seven elements, together with the influence of age, gender and years of service in the user satisfaction. Furthermore, it would be beneficial for future research to not only consider user satisfaction. But also, to look at the user perception.
