General note ABSTRACT<br/>In the digital era, public sector organisations are under increasing pressure to modernise operations, enhance service delivery, and ensure continuous quality improvement. While many governments have embraced digital initiatives, the integration of digital maturity and data capabilities into quality management systems remains underexplored, especially in developing countries. This study aims to examine the interconnected roles of Digital Maturity (DM), Big Data (BD), and Total Quality Management (TQM) in enhancing organisational performance, using the Ministry of Development (MoD), Brunei Darussalam, as a single case study.<br/>The research is grounded in the Resource-Based View (RBV) and extends existing frameworks by developing and testing a comprehensive model comprising five digital maturity dimensions, eight big data, and eight TQM practices. A mixed-methods research design was employed. Quantitatively, survey data were collected from 468 employees across MoD departments and analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) via SmartPLS. Qualitatively, expert interviews were conducted to gain deeper insights into digital implementation challenges, contextual factors, and governance dynamics. The interview data were analysed thematically and triangulated with quantitative findings.<br/>The findings reveal that digital maturity significantly influences the development of big data capabilities, particularly in areas such as data quality, system integration, and environmental readiness. In turn, big data dimensions play a crucial mediating role in strengthening TQM practices, including leadership, strategic planning, continuous improvement, and employee involvement. Differences between executives and employees' perspectives are also highlighted, revealing top-down and bottom-up dynamics in public sector transformation.<br/>This study contributes to the literature by proposing an integrated DM-BD-TQM framework tailored to public organisations. It addresses key gaps in understanding how digital and data capabilities can be strategically aligned to achieve quality excellence.
