General note ABSTRACT
Multinational companies operating in Brunei's oil and gas industries may adopt different Process Safety Management (PSM) systems either from international standards and/or by creating in-house systems to address process safety risks. Ideally, this research aims to identify the various PSM systems currently in use, and to analyse any challenges encountered by the local companies depending on the standards or systems being used. Data were collected from two surveys conducted locally and internationally; it focused on the PSM systems and standards that participants were exposed to during their career, and observations of women's involvement in process safety careers. Analysis of process safety management system that are being used in Brunei have shown that multinational companies use and adopt different process safety management (PSM) systems, despite the prevalence of the Workplace Safety and Health Order (WSHO-CMAH) regulations in Brunei since 2013.36% of the downstream sector in the local oil and gas industry operates using the Occupational Safety and Health Administration (OSHA) standards. The major challenge emphasized by local personnel in implementing or improving process safety is inadequate leadership commitment to process safety. The focus study area includes lack of management support and commitment, short-term and long-term opportunities in addressing process safety competency, awareness of a language barrier and translation risks and increasing trends on the deployment of artificial intelligence (AI) systems.
Due to human characteristics, it may be challenging to obtain all "perfect" leadership and management traits. But leadership is a skill that anyone can develop. Competency, empowerment, compliance, governance, and dedication to safety are more important than leadership styles in a small organization.
Implementation of PSM within the organisation is a long duration of continuous journey efforts to identify, prevent, mitigate risks to prevent accidents that arise from the release of hazardous material and energy.
Once an effective PSM system have implemented, the organisation will benefit from increase productivity, reduced safety failures, and reduced potential negligence, civil liability lawsuits and fines.
