A Thesis submitted to The Universiti Teknologi Brunei (UTB) to partial fulfillment of the requirements for the master degree of Master of Science (MSc) in Management and Technology. Abstract
Human Resources are the most critical inputs in successful organizations, the real source of competitive advantage. Human resource issues have therefore become central to the deliberations on performance seeking answers to the organizations growth and development. The objective of the study was to establish the Human Resource Audit practices among the Government Ministries and Departments in Brunei.
This was a descriptive survey. The target population of the study was nine (9) Departments in Brunei including Jabatan Imigresen dan Pendaftaran Kebangsaan; Jabatan Bandaran; Jabatan Perkhidmatan Awam; Jabatan Alam Sekitar; Jabatan Buruh; Jabatan Kemajuan Perumahan; Jabatan Penerangan; Jabatan Percetakan; and, Jabatan Kemajuan Pelancongan. Additionally, the target population also includes ten (10) ministries in Brunei Darussalam including Ministry of Finance; Ministry of Home Affairs; Ministry of Education; Ministry of Primary Resources and Tourism; Ministry of Development; Ministry of Culture, Youth and Sports; Ministry of Health; Ministry of Religious Affairs; and Ministry of Communications. Primary data was obtained through interviews. Secondary data concerning Human Resource Audit and Manpower Audit was obtained from journals.
The data collection instrument was an interview. The respondents were the Heads of the Human Resource Management departments in the respective Ministries and Departments who are directly involved in the Human Resource Management and Development. Qualitative data was used to validate and qualify the quantitative results. The study concludes that there is a need to implement human resource audit in order to increase the productivity and efficiency of human resource departments in Brunei governments.
